Mumbai News, Ghatkopar Building Collapse Highlights: Bhavesh Bhinde, owner of hoarding in Ghatkopar that collapsed amid rains claiming 16 lives on Monday, was arrested by the crime branch from Rajasthan’s Udaipur. The director of Ego Media Private Limited, which had the contract for the hoarding on a 10-year lease, was absconding since the incident took place. His last traced location was Lonavla, where he was not found. He was also booked in a rape case by the Mumbai police earlier this year.

The death toll from the hoarding collapse in Ghatkopar climbed to 16, after the bodies of the two more victims, who were located inside a car stuck within the collapsed hoarding, were retrieved. The two victims were identified as Manoj Chansoria (60) and Anita Chansoria (59). The search and rescue operations at the site have now been called off 60 hours after the incident.

‘We could hear people screaming for help, but couldn’t do anything’

Most of the victims who were trapped at the CNG pump in Ghatkopar where a billboard collapsed on Monday, claiming eight lives, had either come to stock up on fuel or were taking shelter from the downpour when the incident happened.

One of them trapped under the collapsed hoarding, who was rescued after two difficult hours was Balaji Shinde, a resident of Pant Nagar, who had gone to the petrol pump to refuel his vehicle. Read the accounts of survivors here

BMC appoints agency to conduct structural audit of Ghatkopar hoarding

The BMC appointed Veermata Jeejabai Technological Institute (VJTI) to carry out a structural audit of the collapsed billboard.

“A team of experts from VJTI will be carrying out a structural audit to find out if the structural stability of the billboard was up to the standard or not. It’s a technical inquiry and the report may also support our FIR that we have lodged against the owner,” Municipal Commissioner Bhushan Gagrani told the Indian Express.

Mumbai hoarding owner booked in rape case, fined at least 21 times for illegal billboards in past

The owner of the illegal hoarding, which collapsed on the petrol pump in the Ghatkopar area of Mumbai on Monday following gusty winds and rain leading to 14 deaths so far, was booked in a rape case by the Mumbai police earlier this year.

The Pant Nagar police, under whose jurisdiction the Mumbai hoarding collapse incident took place, on Monday night registered a First Information Report (FIR) against Bhavesh Prabhudas Bhinde, 51, the director of Ego Media Pvt Ltd which had the contract for the hoarding on a 10-year lease. Ghatkopar hoarding collapse: BMC’s hoarding policy has remained unchanged in last 16 years

Mumbai’s skyline is punctuated by over a thousand hoardings. These towering structures, strategically positioned along the city’s major roads, are subject to regulations established by the Brihanmumbai Municipal Corporation (BMC) back in 2008. Surprisingly, these regulations have remained unchanged for the past sixteen years, despite the evolving landscape of the city. Notably, the BMC has not suspended any licences of these hoarding operators for violations in the past few years.

Presently, the city boasts 1025 licensed hoardings, contributing a revenue of Rs. 100 crore to the BMC. These hoardings operate under guidelines outlined in the BMC’s 2008 document titled ‘Guidelines for permitting display of advertisem*nts and similar signs’.

The guidelines, initially intended for periodic reassessment due to the city’s dynamic demographic changes, have unfortunately been neglected by the BMC, failing to undergo any evaluation over the past decade.

Former Government Railway Police (GRP) commissioner Quaiser Khalid permitted hoarding work at Ghatkopar without taking mandatory permission from the office of Maharashtra Director General of Police (DGP), according to a senior IPS officer.

Even as the police rules state that a mandatory prior approval from the DGP office is required before permitting the erection of a hoarding, Khalid gave his nod to Ego Media Pvt Ltd to install it on GRP land, without approval. Continue reading

Metro, BEST services cancelled in Ghatkopar due to BJP roadshow

Over 100 BEST buses were booked by the Bharatiya Janata Party (BJP) to ferry supporters to Prime Minister Narendra Modi's roadshow in Ghatkopar. Metro services from Jagruti Nagar and Ghatkopar were also halted owing to the roadshow.

A BEST official explained, "Typically, about 5% of the BEST buses are kept on standby mode for emergencies and breakdowns. These reserve buses are then made available for reservation, minimising the impact on daily services."

Weak foundation of pillar led to collapse of Ghatkopar hoarding: Official

The giant hoarding in Ghatkopar area of Mumbai collapsed as the foundation of its pillar was weak. Due to the poor foundation, the hoarding would have crashed sooner or later, a civic official told PTI.

"The foundation of the hoarding was approximately five to six feet deep only. This depth is insufficient considering the hoarding's enormous size of 120 x 120 feet. This kind of incident was bound to happen - if not now, some day later. It would have collapsed anyway due to its weak foundation," a fire brigade official said.

Mumbai hoarding collapse accused last traced to Lonavala, his phone switched off: Police

The accused in theGhatkopar hoarding collapse,which killed at least 14 people on Monday afternoon, was last traced to Lonavala near Pune on Tuesday after he fled the city apprehending arrest, said the Mumbai police.

According to the police, Bhavesh Prabhudas Bhinde, 51, the director of Ego Media Private Limited, which had the contract for the hoarding on a 10-year lease, was not at his house in Mulund when the police team reached. The police traced his last location to Lonavala and sent a team there, but he was not found there either, an officer said.

“He switched off his phone following which he has been untraceable. We have deployed seven teams to trace him and should arrest him soon,” added the officer.

BMC issues notices to railway authorities, asking them to remove hoardings of above 40x40 feet

In the wake of the Mumbai billboard collapse incident that claimed 14 lives, the Brihanmumbai Municipal Corporation has issued notices to the administrations of the Central Railway and the Western Railway for removal of oversized hoardings erected on their land.

The civic body said that under Section 30 (2) (V) of the Disaster Management Act, 2005, the notices have been issued to the authorities of both the zonal railways for removal of hoardings above 40 x 40 feet size. "Taking into consideration the geographical position of Mumbai, the coastal region, its weather and wind conditions, the civic body has decided not to permit erection of hoardings larger than 40x40 feet in size," the release said.

Firing outside Salman Khan’s home: Bombay HC seeks status of probe into ‘custodial death’ of accused

The Bombay High Court on Wednesday sought a status report on the investigation into the custodial death of Anuj Thapan, an accused in the case related to the firing outside Salman Khan’s home, as his mother moved the court with a plea for a CBI inquiry, claiming that her son had been killed.

When a vacation bench of Justices Sandeep V Marne and Neela K Gokhale, which was hearing the plea filed by Thapan’s mother Rita Devi, asked whether an FIR had been registered in the case, Additional Public Prosecutor Prajakta Shinde submitted that she was not aware of the current status of the investigation. She said the matter was being investigated on the basis of an accidental death report registered as per the procedure. Read more here

Congress wanted to allocate 15% of budget for minorities: Modi

Prime Minister Narendra Modi said the Congress wanted to allocate 15 percent of the Union Budget for minorities and gave up after meeting with stiff opposition from the BJP between 2004 and 2014.

Addressing a poll rally at Pimpalgaon Baswant in North Maharashtra’s Nashik district, the PM said, “They want to dedicate 15 percent of the budget for minorities. As the CM (of Gujarat), I staunchly opposed it. The BJP did not allow it to happen. Even Dr BR Ambedkar was opposed to reservation based on religion.”

Adding that the Congress will peform so badly in the Lok Sabha elections that it will not even be able to stake claim to the Opposition’s role, Modi said the Shiv Sena (UBT) led by Uddhav Thackeray and NCP-SP led by Sharad Pawar would definitely merge with the Congress after the elections.

Making an oblique reference to veteran leader Sharad Pawar, Modi said, “A leader from Maharashtra has suggested that all the smaller parties in the Opposition should merge into Congress. They should pull down their shutters so that they can come together and become an Opposition. ‘Nakli’ Shiv Sena and ‘nakli’ NCP's merger with the Congress is pucca.”

Directing his attack towards Uddhav Thackeray, Modi said, “It was Bal Thackeray’s dream to see the construction of Ram Temple and abrogation of Article 370. Although these dreams have come true, Uddhav Thackeray has joined hands with those parties (Congress), which are questioning both these issues. Shockingly, Uddhav Thackeray is silent.”

More weather turbulence for city, neighbouring areas as IMD issues heatwave warning along with thunderstorms

The India Meteorological Department (IMD) has issued orange and yellow alerts indicating heat wave and rainfall coupled with thunderstorms for Mumbai and its neighbouring districts of Thane, Navi Mumbai, Raigad and Palghar, along with several other parts of Maharashtra.

The IMD in its 48-hour bulletin issued an orange alert for heatwave and thunderstorms in Raigad, Ratnagiri, Dhule, Jalgaon, Nashik, and Kolhapur till May 16 (Thursday).

Meanwhile, for the said period, a yellow alert has been issued for the districts of Palghar, Thane, Mumbai, Pune, Sindhudurg, Ahmednagar, Satara, Sangli, Jalna and Beed.

Mumbai hoarding collapse: Few FIRs filed despite many complaints, how Bombay HC pulled up authorities for inaction

While the BMC had sent multiple notices to Government Railway Police to take down the illegal billboard in Ghatkopar, the data submitted by the civic body before the Bombay High Court for the last five years suggested that despite complaints against errants, FIRs are registered by the police in very few cases.

The Brihanmumbai Municipal Corporation had told HC that while they have been writing several letters to the police every year for illegal hoardings and banners put up by political, commercial and religious entities.

The HC has been pulling up civic and police authorities for over a decade for their inaction despite assurances given to the court. Read more here

Heavy traffic on Eastern Express Highway, JVLR, SCLR amid road closures

According to traffic authorities, heavy traffic congestion is being witnessed on Andheri-Ghatkopar link road, Eastern Express Highway and also on the LBS Marg near Gandhinagar in Kanjurmarg and Naupada in Kurla.

'Owing to road closure in and around Ghatkopar, traffic was diverted on the Santacruz Chembur Link Road and Jogeshwari Vikhroli link road due, to which vehicular movement was heavily affected on those roads as well,' said a traffic police officer.

The road closures will remain in effect till 10 pm, amid Prime Minister Narendra Modi's roadshow in the city.

“Iss baar yahaan se kaante ki takkar hai,” said Omprakash Sharma, a Bhandup resident, who was standing outside a pan stall and watching a Shiv Sena (UBT) rally pass by in the Mumbai North East constituency.

The Shiv Sena (UBT) has fielded Sanjay Dina Patil as its candidate from Mumbai North East while the Bharatiya Janata Party has replaced their sitting MP Manoj Kotak with Mihir Kotecha. Sharma said while the BJP has built a temple at Pratap Nagar, Sanjay Dina Patil carries a lot of goodwill in Bhandup because of his helping nature and the stature of his father, Dina Patil.

Ghatkopar billboard tragedy: Lok Sabha candidates hamper rescue work at accident site

Even as a slew of politicians desceded at the Ghatkopar accident site, Lok Sabha candidates from Mumbai North East engaged in verbal jousting accusing each other of trying to hog the media spotlight and not allowing rescuers to do their work.

The altercation ensued when both parties and their supporters gathered at the rescue site even as rescue attempts were underway in the morning.

BJP candidate Mihir Kotecha was accompanied by BJP leader Kirit Somaiya. Shiv Sena (UBT) candidate Sanjay Patil took exception to their presence close to the accident site.

Mumbai Metro services to be partially suspended from 6 pm on May 15

The Mumbai Metro services will be suspended between Jagruti Nagar and Ghatkopar stations in Mumbai from 6 pm on Wednesday till further notice due to security reasons. Commuters are requested to plan their journey accordingly, a spokesperson of the Mumbai Metro One said.

Commuters wait in front of the closed gates of the Ghatkopar Metro station, as the authority closed the gates before the scheduled time.

PM Modi's visit to Mumbai: Police ban use of drones, paragliders and balloons

In the wake of Prime Minister Narendra Modi's planned visits to Mumbai, the police have banned the use of drones, paragliders, balloons, kites and remote-controlled microlight aircraft in the city, an official said.

The Deputy Commissioner of Police (Operations) has issued prohibitory orders banning the flying objects under section 144 of CrPC (Code of Criminal Procedure) from 00.01 hrs till 24.00 hrs of May 15 (Wednesday) and May 17 (Friday), the official said.

According to the orders, it is apprehended that during PM Modi's visits to Mumbai, “terrorist/anti-social elements might launch attack using drones, paragliders, remote-controlled microlight aircraft and there is a likelihood breach of peace and disturbance of public tranquillity”. There is a grave danger to human life, health, safety and injury to public property on that account, as per the orders.

PM Modi: Difficult for Congress to be a valid opposition

PM Narendra Modi said at the Dindori rally that the Congress is losing so badly that it is difficult for them to even become a valid opposition.

"When this fake Shiv Sena will merge with Congress, I will remember Balasaheb Thackeray the most, because he used to say that the day he felt that Shiv Sena has become Congress, that day he will end Shiv Sena. Thsi means there will be no trace of fake Shiv Sena," he said.

Fake Shiv Sena, NCP will merge with Congress: PM Modi in Dindori

PM Narendra Modi while addressing a rally at Nashik's Dindori took a swipe at the opposition alliance Maha Vikas Aghadi. He said that the merger of the "fake Shiv Sena" (Uddhav faction) and "fake NCP" (Sharad Pawar faction) will eventually merge into the Congress.

Lok Sabha polls will be held in Nashik on May 20. In the fray are Rajabhau Waje of the Shiv Sena (UBT) and Bhaskar Bhagare of the Ajit Pawar-led NCP.

Mumbai hoarding collapse accused last traced to Lonavala, his phone switched off: Police

The accused in theGhatkopar hoarding collapse,which killed at least 14 people on Monday afternoon, was last traced to Lonavala near Pune on Tuesday after he fled the city apprehending arrest, said the Mumbai police.

According to the police, Bhavesh Prabhudas Bhinde, 51, the director of Ego Media Private Limited, which had the contract for the hoarding on a 10-year lease, was not at his house in Mulund when the police team reached. The police traced his last location to Lonavala and sent a team there, but he was not found there either, an officer said.

“He switched off his phone following which he has been untraceable. We have deployed seven teams to trace him and should arrest him soon,” added the officer. Read

As the first spell of pre-monsoon showers lashed Mumbai on Monday afternoon, a 100-foot-tall illegal billboard collapsed in the eastern suburb of Ghatkopar due to thunderstorms and gusty winds. Operation continues at collapsed Billboard site; heavy machinery employed amid safety concerns

The latest update from the NDRF states that the operation is ongoing.

Heavy machinery is being used to clear and lift the steel structure and girder of the collapsed billboard, which fell on a parking lot and a petrol station.

There is still a possibility of additional casualties, although the likelihood of finding survivors is low. Due to the risk posed by a nearby petrol pump and fuel leakage from damaged vehicles hit by the 120x120 feet billboard, cutting and drilling equipment are not in use.

2008 Malegaon blast: After Lt Col Purohit, co-accused claims he was falsely implicated due to political pressure

An accused in the 2008 Malegaon bomb blast case on Tuesday claimed before a special court that he was falsely implicated by the Anti Terrorism Squad (ATS) due to political pressure of the UPA governments at the Centre and in Maharashtra to “somehow justify their Hindu Terror theory”.

Ramesh Upadhyay submitted his statement to the special court designated under the National Investigation Agency (NIA) Act, as per Section 313 of the Criminal Procedure Code (CrPC), under which an accused is allowed to defend the allegations against him.

Upadhyay, a retired Indian Army major, was arrested along withSadhvi PragyaThakur and Lieutenant Colonel Prasad Shrikant Purohit by theMaharashtraATS for his alleged role in the case. Six rescued after 'dangerous' building partially collapses in Bhiwandi, Maharashtra

In Bhiwandi, Maharashtra's Thane district, a portion of a two-storey building declared 'dangerous' collapsed. Six people were rescued after the incident, which occurred around 10 pm on Tuesday.

The building, located at the Bhandari compound with 15 tenements, had been declared unfit for occupation.

Despite being ordered to vacate, some individuals slept on the first floor when the second-floor staircase collapsed.

Local fire personnel and the disaster management team responded promptly. The remaining staircase was demolished, and plans to raze the building are underway.

Authorities emphasized vacating and demolishing dangerous buildings before the monsoon.
